(a) Every resident, householder, hotel keeper, inn keeper, boarding house keeper, restaurant keeper and wholesale or retail dealer in meats, fish, fowl, fruits or vegetables, and every person occupying premises for any purpose from which the creation or accumulation of refuse results, shall provide or cause to be provided portable containers for storage of such refuse, as hereinafter described:
(1) City-approved rust-free metal or plastic refuse cans, not exceeding 32 gallons in capacity, complete with carrying handles and tight-fitting lids;
(2) City-approved plastic refuse can liners, not to exceed 33 gallons in capacity, fastened at the open end so as to prevent spillage during collection; and
(3) Commercial-type metal refuse containers provided by the City or private commercial refuse haulers on a rental fee basis.
(b) Brush and tree trimmings may be tied into bundles not to exceed 18 inches in diameter, 36 inches in length, and 50 pounds in weight.
(c) Recyclables must be placed in City-supplied bins or City-approved, rust-free metal or plastic refuse containers not exceeding 32 gallons in capacity. The container used for recyclables must bear identification supplied by the City that indicates that its purpose is to hold recyclables.
