It is hereby declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience of the City to levy and collect service charges upon all occupied premises served by, having connection with, or having access to, the sanitary sewerage system and the sewage treatment plant of the City. The proceeds of such charges so derived shall be for the use of the sanitary sewerage system and treatment plant, as provided in Section 1042.03.
