Upon filing an application for a permit, the applicant shall deposit with the Service Director an amount deemed necessary by him or her to cover the cost of backfilling the excavation and restoring the pavement to be disturbed, together with the cost of any material required. The Director shall issue a permit for the opening of a street right-of-way only if such deposit is made and the fee is paid.
Upon completion of the work to the satisfaction of the Director, the balance of the deposit remaining after the payment of the cost of labor and materials for backfilling the excavation and restoring the pavement shall be returned to the applicant.
