No person, other than duly authorized employees of the City, shall make any opening in or tunnel under any street right-of-way within the City without first making written application to the City Engineer for a permit to do so. A fee of twenty-five dollars ($25.00) shall be charged at the time of the permit issuance to defray the cost of inspections and supervision.
