(a) Provided a bond or insurance policy as required by Section 860.06 has been filed, the Chief of Police may, at his or her discretion, allow a special police or private detective applicant to engage in the special police or private detective business without a license for a period not to exceed sixty days pending the examination required under Section 860.03, provided that such applicant has been duly licensed by a governmental agency within the County for a period in excess of thirty days to perform similar duties.
(b) Each and every special police and private detective acting as an individual or as an employee of a special police agency or a private detective agency shall present a certificate or a copy thereof, indicating satisfactory completion of training, from the Executive Director of the Ohio Peace Officer's Training School, as prescribed by Ohio R.C. 109.71 to 109.77, inclusive, to the Chief of Police before a renewal of a license required by this chapter shall be made.
All special police and private detectives who have maintained in full force and effect a special police or private detective license with the City or another political subdivision in Montgomery County, prior to January 1, 1966, shall be exempt from the requirements of this subsection.
(c) Upon approval of the application by the Chief of Police as provided by Section 860.03, and upon filing of the bond or insurance policy required by Section 860.06, the Finance Director shall issue to the applicant a license authorizing the applicant to engage in the business of a special policeman, special police agency, private detective or private detective agency, as the case may be. All licenses shall expire on December 31 of each year unless sooner revoked as provided in Section 860.08.
