The City Administrator shall refer the proposed amendment to the Planning and Zoning Board for consideration at the next scheduled public hearing that allows sufficient public notice. The Planning and Zoning Board shall hold an administrative hearing and shall make a recommendation on the proposal to the City Council. The City Council shall hold an administrative hearing and may decide to reject the proposal or submit the proposal or a modified proposal to the state land planning agency for review, subject to the requirements of F.S. Chapter 163.
