§ 33.07 FEES FOR DEVELOPMENT ORDERS AND PLANNING APPROVALS.
   (A)   A provision is hereby established allowing for the collection of fees associated with the city development orders and other requests.
   (B)   These fees are non-refundable and are payable to the City Clerk upon application for a development order or other requests.
   (C)   Pre-application conference or any other meeting requiring attendance of planning, engineering, or other city consultants.
      (1)   One hour pre-application review meeting: $250.
      (2)   Additional pre-application discussion - Per each ½ hour: $125.
   (D)   Review of development activity:
      (1)   Major residential development order - Fee payable to third party building services contractor: $200 (per unit)*;
      (2)   Minor residential development order (e.g. accessory structures), as applicable - Fee payable to third party building services contractor: $75*;
      (3)   Basic development order (permits for activities which do not require elected or appointed body approval, as listed in the section number referenced), as applicable - Fee payable to third party building services contractor: $75*;
      (4)   Minor commercial development order (includes commercial signage, as applicable) - Fee payable to third party building services contractor: $75*;
      (5)   Major commercial development order (requires public hearing), as applicable - Fees payable to the city for consultants review:
         (a)   Planning review (plus cost of any notice, e.g. mailing/signage/newspaper advertisement requirement): $1,100.
         (b)   Engineering review: $750.
         (c)   Floodplain manager review:
            1.   For a structure 50,000 - 100,000 square feet an additional $850 is applied.
            2.   For a structure greater than 100,000 square feet an additional $1,100 is applied.
            3.   No additional fee for floodplain manager review for structures greater than 50,000 square feet.
      * Additional fees may apply as needed on an hourly basis:
         Planning review: $125
         Floodplain review: $160
         Engineering review: $250
   (E)   Subdivision plat.
      (1)   Preliminary plat approval - Fees payable to the city for consultant’s review:
         (a)   1.   Planning review up to 20 lots: $1,500.
            2.   Engineering review up to 20 lots: $1,500.
            3.   Floodplain manager review up to 20 lots: $1,500.
            4.   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
         (b)   1.   Planning review 20 lots and greater: $2,500.
            2.   Engineering review 20 lots and greater: $2,500.
            3.   Floodplain manager review 20 lots and greater: $2,500.
            4.   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
      (2)   Final plat approval - Fees payable to the city for consultant’s review:
         (a)   1.   Planning review up to 20 lots: $1,500.
            2.   Engineering review up to 20 lots: $1,500.
            3.   Floodplain manager review up to 20 lots: $1,500.
            4.   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
         (b)   1.   Planning review 20 lots and greater: $2,500.
            2.   Engineering review 20 lots and greater: $2,500.
            3.   Floodplain manager review 20 lots and greater: $2,500.
            4.   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
      (3)   Revision/replat of an existing plat - Fees payable to the city for consultant’s review:
         (a)   Planning review: $500.
         (b)   Engineering review: $500.
         (c)   Floodplain manager review: $500.
         (d)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (F)   Certificate of concurrency application:
      (1)   Fee payable to the city for internal review: $150.
   (G)   Sign permit (other than that which is paid under Land Development Code Section 7.02.02.A.1.3) - Fee payable to the city for internal review.
      (1)   Temporary sign: $50 each.
      (2)   Permanent accessory signs: $200 each.
      (3)   Permanent outdoor advertising sign: $200 each.
   (H)   Planned unit developments.
      (1)   Planned unit development pre-application conference.
         (a)   Fees payable to the city for consultant’s review: $250.
      (2)   Planned unit development (PUD) plan approval.
         (a)   Fees payable to the city for consultant’s review:
            1.   Less than 20 acres or less than 50 residential units: $3,500.
            2.   Twenty acres or greater or 50 residential units or greater: $5,000.
         (b)   Planned unit development plan - resubmission/changes made due to changes required prior to approval (2nd and greater review).
            1.   Fees payable to the city for consultant’s review:
               a.   Each additional review: $750.
               b.    Changes to an approved planned unit development other than minor: $950.
   (I)   Petition for annexation - Fee payable to the city for internal review:
      (1)   Application for inclusion of a parcel into the corporate limits: $160.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (J)   Comprehensive plan amendment application.
      (1)   Large-scale amendment (any text amendment to the plan or any future land use map amendment greater than 50 acres).
         (a)   Fees payable to the city to cover associated costs for consultants review: $3,500.
         (b)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
      (2)   Small-scale amendment (any future land use map amendment that involves 50 acres or fewer, or any text amendment that is directly related to the request of the map amendment and is processed simultaneously).
         (a)   Fees payable to the city for consultant’s review: $1,700.
         (b)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
         (c)   If a rezoning request is made with the comprehensive plan future land use map amendment, an additional charge of $500, payable to the city, is required if both requests are processed simultaneously.
   (K)   Rezoning application not associated with a future land use map amendment - Fees payable to the city for consultant’s review:
      (1)   Fifty acres or greater: $2,250. Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
      (2)   Less than 50 acres: $1,250. Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (L)   Variance request.
      (1)   Fee payable to the city for internal review: $300.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (M)   Administrative Hearing/Planning and Zoning Board and City Council.
      (1)   Fee payable to the city for internal review: $300.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (N)   Telecommunications tower permit.
      (1)   Fee payable to the city for internal review: $1,200.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (O)   Vacation of rights-of-way.
      (1)   Fee payable to the city for internal review: $750.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (P)   Lot split.
      (1)   Fee payable to the city for internal review: $300.
      (2)   Plus cost of any notice (e.g. mailing/signage/newspaper advertisement requirement) shall also apply.
   (Q)   Continuation or delay of any application by request of the applicant which has been scheduled for public hearing after notices and advertisement has been placed/sent are responsible for additional cost of notice.
   (R)   Floodplain review is required for issuance of a development order for parcels within the floodplain as defined in this code.
