The City Administrator, subject to control of the City Council, shall have charge of all general administration, including ESU, Police and Fire Departments, except for the City Clerk, unless otherwise provided by the City Charter or City Council direction. The City Administrator’s responsibilities are subject to change at the discretion of the City Council.
