Pursuant to the results of the November 4, 2003 referendum, the City Council is hereby authorized to amend the city charter and code by ordinance, and does hereby amend the charter and code to change the schedule of its general elections to the third Tuesday in April following the Third Monday of each election year starting in April of 2005.
