SECTION 2.17 CITY ADMINISTRATOR.
   The office of City Administrator is hereby established. The City Administrator shall be appointed by the City Council and shall serve at the pleasure of the Council. The City Administrator shall be selected by the City Council on the basis education, expertise, and/or management ability as it pertains to municipal government.
