§ 54.70 WASTEWATER DISCHARGE PERMIT REQUIREMENT.
   (A)   No SIU shall discharge wastewater into the WWF without first obtaining a wastewater discharge permit from the director, except that any SIU who was discharging wastewater into the WWF prior to the effective date of this chapter that has filed a timely application pursuant to § 54.74 may continue to discharge until the permit has been issued by the director.
   (B)   The director may require other IUs to obtain wastewater discharge permits necessary to carry out the purpose of this chapter.
   (C)   Any violation of the terms and conditions of a wastewater discharge permit shall be deemed a violation of this chapter and subject the wastewater discharge permittee to the enforcement provisions set forth in §§ 54.04 through 54.06 and §§ 54.08 through 54.09. Obtaining a wastewater discharge permit does not relieve a permittee of its obligations to comply with all federal and state pretreatment standards or requirements or with any other requirements of federal, state and local law and regulation.
   (D)   The director shall have authority to deny new or increased contributions of pollutants, or changes in the nature of pollutants, to the WWF by IUs where such contributions do not meet applicable pretreatment standards and requirements or where such contributions would cause the WWF to violate its NPDES permit.
