Whenever a license is required of any contractor, subcontractor, superintendent, master or journeymen, no such occupational licenses shall be issued unless the applicant shall first procure from the City Examining Board and/or the State Construction Industry Licensing Board a current certificate of competency and shall present a copy to the License Division.
