The City Council may, upon application, waive any license required by this chapter where the applicant for such license is a non-profit, charitable or religious organization which has its principal place of business in the city. Any disabled veteran shall be exempt from the application of the provisions of this chapter, upon presentation to the City Clerk of his or her state and/or county exemption certificate.
