All licenses, to which shall be affixed the Seal of the city, shall be made out and issued by the City Clerk upon payment of the fee set out in this chapter. At the discretion of the City Clerk, and/or Mayor, the license applicant may be required to appear before the City Council to seek approval prior to issuance of an occupational license.
