(A) Service upon the owner of the notice of violation shall either be by personal service or by mailing the notice to the addressee’s last known address as it appears on the records of the city.
(B) In the event the lot is unoccupied and the address of the owner is unknown, service of the notice shall be made upon the owner by posting the notice on the lot with a like notice to be published in a newspaper of general circulation.
