No person shall be allowed to connect into any water line or sewer line owned by the city without the written consent of the city, and then the connection with such line shall be made only under the direction and supervision of the Water/Sewer Superintendent. Any property owner or plumber who shall make any connection without such consent of the city shall, upon conviction, be subject to the penalties hereinafter provided.
