(A) Any user of the services of the water utility system shall pay therefor a monthly charge or rate as indicated by the appropriate category of this section.
(B) Residential accounts:

(C) Duplex dwellings or multi-family (MDS) on the same building site serviced by one service connection prior to the passage of this chapter, shall pay the minimum charge of $40.39 per unit in the structure.
(1) The base allowance will be the 4,000 gallons for each unit in the building.
(2) All excess usage will be charged at the rate of $3.57 per 1,000 gallons.
(D) Commercial accounts:

(E) Temporary construction meters, three-fourths-inch, can be purchased by the customer upon request for construction purposes. The monthly rate will be $40.39 for one to 4,000 gallons/excess $3.57 per 1,000 gallons, not to exceed three months unless approved by the City Administrator.
(F) Inactive accounts, excluding vacant lots, will be required to pay a base rate of $26.08. The inactive fee excludes the usage fee of $3.57 per 1,000 gallons and is the customer’s portion of debt and operation.
