SECTION 15.1203.  SPECIAL USES.
   The following uses may be allowed by special use permit issued in accordance with the provisions of Article XI of this Chapter:
   A.   Agricultural buildings and structures, including riding arenas.
   B.   Cemeteries.
   C.   Places of public assembly.
   D.   Guest houses and servants quarters.
   E.   Lakes, natural and/or man-made.
   F.   Planned Unit Developments authorized pursuant to Article XVI of this Zoning Ordinance.
   G.   Public utilities and public services, including:
      1.   Electric substations.
      2.   Telephone exchange and repeater stations, and other outdoor equipment essential to the operation of the exchange in the interest of public convenience and necessity.
   H.   Large stable for horses, provided, however, that the owner of the premises resides upon the premises and that the stabling meets the following requirements:
      1.   Facilities for horses:
         a.   An inside stall shall be provided for each horse;
         b.   Box stalls shall be available for all horses so stabled, which shall be of minimum size inside of at least eleven and one-half feet by eleven and one-half feet (11-1/2' x 11-1/2');
         c.   All stalls shall have built-in feeders and water available; and
         d.   At least one (1) fire extinguisher for each five (5) horses housed shall be located in the structures in which horses are housed.
      2.   No more than one (1) horse stall per 40,000 square feet of contiguous land submitted to the special use shall be permitted, which for the purpose of calculation of the number of stalls may include contiguous land located outside of the corporate limits of the Village.
         a.   In the event ownership of any portion but not all of the real estate for which a special use for the operation of a large stable has been granted is sold, assigned, leased, or otherwise alienated, such special use as to all of the real estate shall be deemed null and void and of no further force or effect.  In such case all stabling operations must conform to the standards set forth for permitted uses as set forth in Section 15.1202 above.
         b.   [Until April 30, 2000, persons owning (without a special use permit) existing large stables with capacity for more than one (1) horse stall per 40,000 square feet of contiguous land and/or having more than one (1) horse per 40,000 square feet of contiguous land, may apply for a special use permit therefor.  As of May 1, 2000, the text of this paragraph within brackets shall be deemed repealed automatically and without further action by the Board of Trustees of the Village.]
      3.   Conduct of stable operations:
         a.   Livery stables shall not be permitted.
         b.   Horse shows shall not be permitted.
         c.   Instruction of riders in horsemanship shall be by private lessons only, provided, however, that where the nature of instruction requires that other horses and riders be present at the same time, group lessons of up to four (4) riders and horses are permitted.
         d.   Stables shall be cleaned daily. Manure and used bedding shall be removed from the premises or spread on the land in a sanitary and healthful manner. Owners of stables containing more than five (5) stalls shall cause manure and bedding to be removed from the stable weekly.  Each week, between such removal, manure may be stockpiled, provided the stockpile is located at least two hundred fifty (250) feet from any dwelling and a minimum of one hundred (100) feet from any lot line. A pile containing putrescible refuse and/or manure shall not be construed as a compost and shall not be permitted, except as otherwise allowed within this Code.
         e.   Grain and other feeds shall be stored in such a manner as to minimize the presence of mice, rats, and other vermin.
         f.   Housing for stable hands and groomers (and their immediate families) may be provided whenever the stable contains more than five (5) stalls. Such housing shall be located upon the premises in a building meeting the requirements of the Mettawa Building Code, provided, however, that no more than one (1) person for each two hundred fifty (250) square feet of such housing shall be permitted to live within such housing.
      4.   In considering an application for a special use for a large stable, the Zoning, Planning and Appeals Commission and President and Board of Trustees shall give careful consideration to the character, background and past experience of the Petitioner in question and may condition the granting of any special use upon the continued supervision of any particular operator. The Zoning, Planning and Appeals Commission may recommend and the Village Board may approve modifications to the standards and requirements of this Section provided the use for which a special use permit is sought complies with the spirit and intent of this Ordinance. Upon issuance of any such special use permit, the ordinance granting such permit shall be filed for recordation with the Lake County Recorder of Deeds and the permit shall run with the title to the entirety of such contiguous land for so long as fee title thereto is held simultaneously in identical ownership. In the event title to the entirety of such contiguous land is divided so that the entire of such contiguous land is not held by the same titleholder of record, each titleholder of record desiring to maintain a large stable for horses must seek approval of a new such special use as if no such initial special use permit had ever been granted for such land.
   J.   Planned Unit Developments authorized pursuant to XVI of this Zoning Ordinance.
   K.   Radio and/or Television Towers and/or Other Transmitting and Receiving Equipment, including Personal Wireless Telecommunications Facilities.
   L.   Accessory buildings or structures having a gross interior square footage greater than 2,000 square feet.
