SECTION 15.1202.  PERMITTED USES.
   The following uses are permitted in the R-1, Single-Family Residence district:
   A.   One-family detached dwellings; provided, however, that prior to the construction of the single- family residence on such premises no shed, barn, or other accessory building or structure may be erected or maintained on such premises.
   B.   Municipal buildings operated by the Village of Mettawa and toll and other highway and highway facilities operated by the State of Illinois or an agency thereof.
   C.   Uses accessory to allowable uses in this R-1, Single-Family Residence district, including but not limited to:
      1.   Agricultural uses;
      2.   Home occupations, provided that any such home occupation is:
         a.   Conducted entirely within the dwelling unit by a member of the family residing in the dwelling and when such home occupation is incidental and secondary to the use of the dwelling for dwelling purposes;
         b.   Not conducted from a detached or attached accessory building and does not require internal or external alteration of the dwelling unit, does not involve construction machinery or use of equipment not customary in a dwelling, where entry to the space devoted to such home occupation is solely from within the dwelling unit and not more than one-fourth (¼) of the ground floor area of any such dwelling is devoted to such home occupation;
         c.   Without display or activity that will indicate from the exterior of the dwelling unit that it is being used in whole or in part for any use other than as a dwelling unit;
         d.   Such that no stock in trade of the home occupation is kept, sold, and/or made on the premises, and/or services rendered on the premises that require a receipt or delivery of merchandise, goods, or equipment by other than carrier mail service or by the passenger automobile of the person conducting the home occupation; and
         e.   Only for consultations or instruction or performance of religious rites for not more than five (5) persons (other than persons residing upon the premises) at a time, but not for the general practice of the profession or practice of the service whenever such home occupation is conducted by a professional person or persons rendering such consultation or instruction, or performing such religious rites.
      3.   Horses - except as set forth in Section 15.309A, in a number not to exceed the resultant quotient obtained by dividing the total square foot area of the single family residential lot upon which the horses are to be maintained by the number forty thousand (40,000), provided that in the R-l Single-Family Residence District no horse shall be permitted upon any lot which does not contain at least eighty thousand (80,000) contiguous square feet of land.
         a.   When a horse is permitted to be maintained on a lot, one (1) stable shall be allowable as an accessory building and shall contain a stall for each horse maintained on such lot but shall not exceed stalls for five (5) horses unless a special use permit therefor has been obtained pursuant to the terms of this Code. In addition, a loafing shed shall be allowable as an accessory structure.
         b.   In no case shall a horse be maintained unless one stall is provided for each horse maintained on such lot. All stalls shall have built-in feeders and drinking water available.
         c.   No more than two (2) visiting horses shall be permitted upon a lot at any given time and, if a visiting horse remains on such lot after sunset, a loafing shed or other shelter shall be provided for such visiting horse.
         d.   Conduct of stable operations:
            i.   Livery stables are not permitted.
            ii.   Horse shows are not permitted.
            iii.   Stalls shall be cleaned daily. Manure and used bedding shall be removed from stables or spread on the land in a sanitary and healthful manner. Manure may be stockpiled, provided the stockpile is located at least two hundred fifty (250) feet from any dwelling and a minimum of one hundred (100) feet from any lot line. A pile containing putrescible refuse and/or manure shall not be construed as a compost and shall not be permitted, except as otherwise allowed within this Code.
            iv.   Grain and other feeds shall be stored in such a manner as to minimize the presence of mice, rats, and other vermin.
      4.   Dogs and cats or a combination thereof -  in a number not more than the lesser of: (i) fifteen (15); or (ii) the resultant quotient obtained by dividing the total square foot area of the single family residential lot upon which the said animals are to be allowed by the number ten thousand (10,000). Notwithstanding the foregoing, a litter of pups or kittens may be kept for a period of time not exceeding five (5) months from birth.
   D.   Forest preserves owned and operated by the Lake County Forest Preserve District, and Parks owned and operated by the Village.
   Note: Short term rentals, manufactured homes, prefabricated buildings and wind energy conversion systems, including windmills and/or wind turbines, are not permitted uses and are not accessory uses in the R-l, Single-Family Residence District.
