SECTION 15.1106.  ADDITIONAL REGULATIONS FOR PUBLIC ASSEMBLIES.
   When and if allowed as a special use in any given zoning district established in this Zoning Code, public assembly uses, such as religious institutions, aquariums, libraries, museums, private schools, and other similar uses, shall conform, in addition to all other applicable municipal code provisions, to the following:

   B.   Required off-street parking: In lieu of the number of any of the formulae for off-street parking spaces contained in Section 15.1705 of Article XVII of this Chapter, the following formulae for the number of off-street parking spaces shall apply to public assemblies: One (1) off-street parking space per each four (4) persons permitted in assembly space; 3.5 spaces per 1,000 square feet of non-assembly space; no more than one hundred fifteen (115%) percent of the required parking shall be provided on site; and no parking shall be permitted in required yards; and, by use of suitable non-deciduous landscaping, all off-street parking shall be screened from the view of a six (6) foot tall person standing on the perimeter of the site.
   C.   Landscaping. Adequate landscaping must be provided to ensure that the use melds into the neighborhood. In addition to screening off-street parking from view of a six (6) foot tall person standing on any property line at the perimeter of the property site of the public assembly, where scenic easements are required, landscaping shall be planted between the scenic easement and the closest assembly space sufficient to completely screen the latter from view of a six (6) foot tall person standing at the closest point on the scenic easement to the assembly space.
   D.   Exterior Illumination. All outdoor lighting fixtures shall reflect light downward and the face or globe of the fixtures shall be recessed so as not to be visible from the view of a six (6) foot tall person standing on the perimeter of the site. In all events, exterior lighting shall not be located at a height greater than fifteen (15) feet and excessive brightness shall be avoided. Accordingly, all exterior lighting fixtures shall provide a maximum illumination of twenty-five (25) foot-candles and 0.1 foot-candle at the perimeter of the site or at the inside perimeter of any required screening, as the case may be. All exterior lighting shall be designed to eliminate illumination one-half (1/2) hour after the public assembly activities have been concluded each day.
   E.   Traffic.
      1.   Traffic flows shall be designed to ensure the least possible impact on neighboring properties and residential streets.  To that end, land used as a place of public assembly must:
         a.   Be located adjacent to and take its access from and have egress to a major arterial street or a collector street as those streets are identified in The Comprehensive Plan of 2005 of the Village of Mettawa as set forth and found in Chapter 14 of the Municipal Code of the Village of Mettawa of 2001, as amended; and
         b.   Not be operated in an existing single-family residence.
      2.   The permittee and the owner of the proposed assembly use shall be responsible for all needed improvements to ensure safe traffic conditions are maintained and shall provide a traffic study to demonstrate that this provision shall be met.
      3.   Traffic management by uniformed persons authorized to direct traffic, such as police officers, shall be provided by the permittee during peak traffic flows and at other times during which the Building and Zoning Director finds that additional police presence will ensure safe ingress to and egress from the site of public assembly.
   F.   Intensity of Use.  All public assembly special uses shall be noncommercial operations which are operated on a not-for-profit basis and at least fifty percent (50%) of the total floor area of any building utilized as a place of public assembly shall be non-assembly space.
   G.   In addition to the standards for special uses contained in this Article and the more specific standards contained in this Section for public assemblies, the Zoning, Planning and Appeals Commission and/or the President and Board of Trustees may impose additional reasonable standards and conditions to meld the use into the neighborhood but which are the least burdensome to the assemblage use.
   H.   Any legal nonconforming or conforming existing place of public assembly established prior to December 19, 2006, shall not be altered or expanded in any manner, except in compliance with Article III of this Chapter and the following:
      1.   The alteration is necessary and part of the customary maintenance of the land and or structures; and
      2.   The alteration or expansion does not intensify the existing use of the land and or structures.
