SECTION 9.1005. CONSTRUCTION.
   A.   Fences shall be so constructed as to have a smooth finish side facing towards the nearest lot line of the adjoining property.
   B.   It shall be unlawful to erect or maintain anywhere within the village a fence equipped with or having barbed wire, spikes, broken glass, razor ribbon, or any other similar material.
   C.   Chain link fences shall be permitted provided they are placed within the building lines no nearer to lot lines than a building is permitted.
   D.   Preexisting grades shall not be changed to permit a higher fence height than allowed by this Article without the approval of the Village Engineer and Building Administrator.
   E.   The height of the fence shall be measured from the preexisting grade level to the highest part of the fence and measured along the longitudinal center line of the fence. Exceptions due to unusual preexisting grade contours may be granted by the Building Administrator.
   F.   No fence, except natural screening, shall be allowed on any part of a required front yard except as specifically provided in Section 9.1004.
   G.   No fence and no natural screening shall be constructed in any manner which interferes with the drainage of contiguous properties.
   H.   All fences shall be uniform in color on each side of the fence. Dual color or multi-color fences are prohibited; however, fence posts may be a different color than the fence. Decorative brick entry fences may contain multi-colored brick, constructed in a uniform manner.
   I.   Chain-link, metal, vinyl or fiberglass fences shall be installed and maintained in the manufacturer's color only with matching cross bars and caps.
   J.   All wood fences shall be constructed of pressure treated lumber or cedar. All wood fences shall be constructed and maintained unfinished or finished in a clear or wood toned stain or in a solid neutral color of white, black, gray, brown or tan.
