SECTION 9.114.  REQUIRED INSPECTIONS.
   A.   The Building Administrator shall inspect or cause to be inspected, all buildings or structures which are being constructed, altered, remodeled, razed or repaired (except for repairs as described in Section 9.106.D).
   B.   It shall be the responsibility of the contractor to request and receive approval of the following work before proceeding to the next phase of new construction and, accordingly, the contractors shall call for the following inspections and have a representative at the site during the inspections.
      1.   Footing and foundation forms, before concrete is poured;
      2.   Foundation, draintile (before backfill);
      3.   Foundation 2, window riser/grates and dampproofing after draintile backfill before backfill to grade;
      4.   Plumbing underground work;
      5.   Water service lines;
      6.   Final plumbing;
      7.   Rough electrical;
      8.   Rough HVAC, duct work;
      9.   Structural steel and rough framing;
      10.   Insulation and draftstopping;
      11.   Masonry firebox/fireplace;
      12.   Masonry chimney;
      13.   Electric service;
      14.   Concrete (slabs) floors;
      15.   Final electrical;
      16.   Final HVAC;
      17.   Fire protection systems;
      18.   Drywall; and
      19.   Final inspection (following plaster or dry wall installation and taping).
   C.   Immediately after the installation of the foundation, an as built survey prepared by a registered Illinois Land Surveyor, shall be submitted to the Building Administrator for review and approval. No construction activity shall proceed until said survey has been reviewed and approved by the Building Administrator. The survey shall indicate all property lines, easements, top of foundation and all building lines of record. The survey shall also indicate the legal description of the premises, be drawn to a scale of not less than thirty (30) feet to the inch and shall describe to the nearest one-tenth (1/10) foot, the size, shape and location of each structure on the premises.
   D.   At the time a permit is issued for the remodeling, repair, or alteration of any building, the Building Administrator or his designee, shall advise the contractor in writing of inspections required for the particular work involved. The contractor shall then be responsible to request inspections and receive approval of each phase of construction.
   E.   Inspection Schedule:
      1.   Structural:
         a.   Footing forms: When forms are set and before concrete is poured.
         b.   Foundation forms: When forms are set and before concrete is poured.
         c.   Foundation: When concrete is poured, waterproofed, drain tile is in place and covered with gravel, but before foundation backfill is placed.
         d.   Framing:
            (1)   Framing, rough-in of electric, plumbing, duct work, and chimneys must be in place prior to framing inspection.
            (2)   Insulation must be installed for inspection after framing is inspected and approved.
         e.   Drywall: When drywall is installed prior to taping of same.
         f.   TYVEC or equal: Before any brick or other siding material is installed.
         g.   Concrete floors: When base reinforcing and vapor barrier is prepared and in place and before pouring concrete. (All electrical, plumbing and other building service facilities work under concrete floors are to be in place and inspected before pouring concrete).
         h.   HVAC rough: When piping and/or duct work is installed.
         i.   HVAC final: When system is installed and operational.
         j.   Structural final: When all work has been completed and prior to any occupancy or use of the building or structure.
      2.   Electrical:
         a.   Rough-in: When rough-in is completed and before any drywall, lath and plaster, concrete, or backfill is placed.
         b.   Service: When service is completed and ready for power company connection. The power company will not energize prior to Village approval.
         c.   Final: When all work is completed. Do not energize or use any wiring except for testing prior to approval by Electrical Inspector.
      3.   Plumbing:
         a.   Underground: When all piping located below floors or in trenches is in place but before any backfill or other covering is placed.
         b.   Rough-in: When rough-in work is completed. (Before pouring basement floor, or drywall is installed.) May require more than one inspection.
         c.   Final: When final work is completed and before the plumbing system is placed in operation.
      4.   Culvert: Two (2) inspections required. One to locate and establish grade, and one for final inspection.
      5.   Entire ditch must be finished, cleaned and at proper pitch.
      6.   Driveways and/or parking lot:
         a.   When base is installed and prior to applying surface.
         b.   When surface is completely installed.
      7.   Grading: When rough grading and drainage has been completed and an "as built" survey, showing topographic elevation prepared by a Registered Illinois Professional Engineer has been submitted; seal and signature required.
      8.   Sewer and water: When tile or pipe is in place but before any backfill.
      9.   Sump discharge: When sump discharge line is in place to storm sewer or ditch and before any backfill is placed.
      10.   Hydrostatic tests: Call when ready for inspector to witness tests on tanks or sprinkler systems.
      11.   Alarm system: When alarm system is operational prior to occupancy.
      12.   Final: When all work is completed.
      13.   Occupancy: An Occupancy Certificate must be issued by the Building Administrator prior to occupancy.
