A. General: The provisions of these regulations shall cover all matters affecting or relating to buildings and structures other than ordinary repairs as set forth in subsection 9.106D of this Section.
B. Exemptions: A building or structure shall not be constructed, extended, repaired, removed or altered without a Building Permit and/or in violation of this Chapter, except for ordinary repairs as described in subsection 9.106F of this Section.
C. Other Regulations: When the provisions of this Chapter conflict with other codes adopted by reference herein, the Village Modifications shall supersede such other code.
D. Ordinary Repairs: A permit is not required for maintenance, repair and replacement work, provided the scope of the work shall be limited to the following:
1. Repair or replacement of any roof surface;
2. Repair or replacement of exterior wood or metal siding;
3. Tuck pointing and/or exterior stucco repairs;
4. Patching of interior plaster or plaster board;
5. Repair or replacement of doors or window sash in existing openings;
6. Repair or replacement of existing fence in same location;
7. Replacement of counter tops, cabinets, sinks and appliances not requiring alteration to plumbing, heating, air conditioning or electrical system; and
8. Installation of a storage building not exceeding one hundred fifty (150) square feet which has no dimension over twelve (12) feet and no plumbing, electrical or heating systems.
9. Ordinary repairs to existing structures and replacement with the same kind of materials may be made without application or notice to the Building Administrator; however, such repairs and replacement shall not include cutting away of or the removal or cutting of any structural beam or bearing support, or the removal or change of any required means of egress, or the rearrangement of parts of a structure affecting the exitway requirements; nor shall ordinary repairs include the addition to, alteration of, replacement or relocation of any structural member, stand pipe, water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electrical wiring or mechanical or other work affecting the public health or general safety.
