SECTION 7.708. ISSUANCE OR DENIAL OF CERTIFICATE OF REGISTRATION.
   A.   Issuance of Certificate; Deposit:
      1.   When the applicant is found to be fully qualified, the certificate of registration shall be issued forthwith and shall state the expiration date thereof, which shall not exceed thirty (30) days from the date of issuance.
      2.   Upon receipt of the certificate of registration, the applicant shall deposit the amount set forth in Chapter 2, Village Government, Article X, Tax, Fee, Fine and Penalty Schedules, Section 2.1002, Fee Schedule, with the Village Administrator, which amount shall be refunded at the time the certificate of registration is returned intact, excluding reasonable wear and tear; provided the return is made not later than five (5) days after the date of expiration of said certificate.
   B.   Denial of Certificate:
      1.   No certificate of registration shall be issued to any person who has been convicted of the commission of a felony under the laws of the State of Illinois or any other state or Federal law of the United States within five (5) years of the date of the application, nor to any person who has been convicted of a violation of any of the provisions of this Article, nor to any person whose certificate of registration issued hereunder has previously been revoked as herein provided.
      2.   After a review of the application for registered solicitor and all information obtained relative thereto, the Village Administrator shall deny the issuance of a certificate of registration, if the Village Administrator finds that the applicant does not possess the qualifications for such certificate of registration as herein required and that the issuance of a certificate of registration to the applicant would not be in accord with the intent and purpose of this Article.
