SECTION 6.1308. HANDICAPPED PERSONS; PARKING AND EXEMPTIONS.
   A.   A motor vehicle bearing registration plates issued to a physically handicapped person pursuant to Section 3.616 or a disabled veteran pursuant to Section 3.609 of the “Illinois Vehicle Code,” as amended, or a special decal or device issued pursuant to Subsection B of this Section is exempt from any statute or ordinance imposing time limitations on parking in a business district; but otherwise is subject to the laws which prohibit parking in “no stopping” and “no standing” zones in front of or near fire hydrants, driveways, public building entrances and exits, bus stops and loading areas, and is prohibited from parking where the motor vehicle constitutes a traffic hazard and the motor vehicle must be moved at the instruction and request of a police officer to a location designated by the officer. Any motor vehicle bearing registration plates specified in this Section or such devices as the President and Board of Trustees of the Village of Mettawa deem proper as evidence that the vehicle is operated by or for a handicapped person or disabled veteran may park, in addition to any other lawful place, in any parking place specifically reserved, by posting of an official sign, for such vehicles:
      1.   Parking privileges granted by this Section are strictly limited to the person to whom the special registration plate, special decal or device were issued to qualified operators acting under his express direction while the disabled person is present.
      2.   No person shall use any area for the parking of any motor vehicle pursuant to Section 6.1303 of this Chapter or where an official sign controlling such area expressly prohibits parking at any time during certain hours.
   B.   In accord with the statutes of the State of Illinois, made and provided, the Secretary of State shall provide for, by administrative rules the design, size and color of a handicapped motorist decal or device which shall be used by the Village in the issuance thereof to handicapped persons.
      1.   This decal or device shall be property of such handicapped individual and may be used by that person to designate and identify a vehicle not owned or displaying a registration plate as provided in the statutes of the State of Illinois to designate when the vehicle is being used to transport said handicapped licensed vehicle.
      2.   The Village shall be responsible for the provision of such decal or device, its issuance and designated placement within the vehicle. The cost of such decal or device shall be in the amount set forth in Chapter 2, Village Government, Article X, Tax, Fee, Fine and Penalty Schedules, Section 2.1002, Fee Schedule.
   C.   It shall be prohibited to park any motor vehicle which is not bearing registration plates issued to a physically handicapped person pursuant to Section 3.616 or disabled veteran pursuant to Section 3.609 of the Illinois Vehicle Code, as amended, or such devices as the President and Board of Trustees of the Village of Mettawa deem proper as evidence that the vehicle is operated by or for a handicapped person or disabled veteran, in any parking place specifically reserved by the posting of an official sign, for motor vehicles bearing such registration plates.
