(A) The Superintendent of the Department of License shall appoint such assistants as he or she may deem necessary from time to time to carry into effect the duties of his or her office.
(B) He or she shall cause investigations to be made for the purpose of determining whether all persons, firms, and corporations required by the ordinances of the city to make out licenses, have complied with such ordinances and have from time to time secured same as provided for by law; and in all cases of evasion of payment or neglect to observe such license provisions he or she shall serve notice of delinquency and institute proceedings for the collection of same, subject to the directions of the Department of Law.
