(A) There is hereby created the City of Metropolis Office of the Emergency Management to prevent, minimize, repair any relevant injury or damage resulting from disaster caused by enemy attack, sabotage or other hostile action or from natural or manmade disasters, in accordance with the Illinois Emergency Services and Disaster Act of 1988 and any amendments thereto.
(B) The Office of Emergency Management for the City of Metropolis, Illinois shall be operated in accordance with the state ESDA Act of 1988 and any rules or regulations promulgated thereto, and in accordance with the guidelines and directives which are attached to Ordinance 2010-02 as Exhibit A and which are incorporated herein by reference.
(C) The Coordinator of the Office of Emergency Management for the City of Metropolis shall be a three-fourths time position and shall be ineligible for health or life insurance benefits. The Coordinator shall be entitled to participate in IMRF retirement benefits.
