§ 50.99 PENALTY.
   (A)   Any person found guilty of violating any section other than §§ 50.48 and 50.49, shall be guilty of a petty offense and fined not less than $100 plus court costs and no more than $750 plus court costs.
   (B)   Any person convicted of violating § 50.48 or 50.49 shall be guilty of a misdemeanor. Upon a first conviction of a violation of either § 50.48 or 50.49, such person shall be fined not less than $300 plus court costs and no more than $750 plus court costs or imprisoned for a term not to exceed six months. Upon a second or subsequent conviction for a violation of either § 50.48 or 50.49, a person shall not be eligible to receive a sentence involving only a fine.
   (C)   A person convicted of violating either § 50.48 or 50.49 shall be ordered to pay full restitution for all electric services obtained from the city as a result of such violation. Such persons shall be ineligible to receive or acquire utility services from the city for a period of three years following their conviction. No person convicted of a violation of either § 50.48 or 50.49 shall be eligible to receive or acquire utility services from the city until all outstanding fines, costs and restitution have been paid in full.
