Failure to obtain a license or to comply with the rules and regulations set forth in § 99.03 shall be deemed a public nuisance and shall entitle the city to injunctive relief to prevent further violation of such rules and regulations. In any civil action brought by the city seeking injunctive relief to prevent further violation of this chapter in which action the city prevails, the city shall be entitled to recover judgement against the violator for its reasonable attorney’s fees and court costs. In addition thereto, the failure to comply with the terms and conditions of this chapter and the rules and regulations adopted and incorporated herein shall be deemed an ordinance violation and shall subject the violator upon conviction to a fine of not less than $200 plus court costs and not more than $750 plus court costs.
