That all persons or entities desiring to provide towing services within the city shall first make application to the Chief of Police of the city. Applications shall be made on forms prescribed by the Chief of Police. All applications must be submitted no later than December 15, in order to be eligible to be placed upon the approved towing list for the following calendar year. All applications must be accompanied by a non-refundable $25 processing fee.
