All sewer laterals from the sewer main to the premises to be served shall be installed by and at the cost of the owner of the property to be served or the applicant for the service. The installation shall be under the supervision of the city’s representative. No service connection shall be made and no sewer hook up shall be permitted with a sewer which is located outside the city limits or which would permit the extension of sewer service to a location outside the city limits.
