(A) Unless otherwise agreed in a redevelopment agreement, private development agreement, or similar written contract between the city and a developer or user, all commercial, industrial, or nonresidential users of the wastewater system shall, from and after the time water meters are installed, pay for wastewater usage at the following rates:

(B) In any and all events there shall be a minimum charge equal to $23.41 per month.
(C) In any and all events the total metered wastewater charge for 6,000 gallons of water consumed shall be equivalent to the non-metered, wastewater rate then in effect for residential customers. Any subsequent increase in the non-metered, wastewater rates for residential customers shall automatically cause a proportionate increase in the metered wastewater rates for the first 6,000 gallons of water consumed per month.
