The Mayor shall have power and authority to display flags or other decorations on, in or about the City Hall, or other public buildings belonging to the city on such occasions as he or she may deem proper. On or before June 10 annually, the Mayor may issue a proclamation requesting the observance of the anniversary of the adoption of the Flag of the United States, by a general display of our national emblem on June 14, and requesting the observance of the anniversary in such other manner as may be deemed appropriate.
