§ 31.033 POWERS.
   (A)   Pardon. The Mayor shall have the power and authority to release and discharge, at his or her discretion, any person imprisoned for the violation of any provision of this code or any other ordinance of the city. In each and every case, in which the release shall be so made by the Mayor, he or she shall cause a proper record thereof to be made and notice thereof to be sent to the City Council accompanying the notice with a statement setting out his or her reason for the release.
   (B)   Expenditures. The Mayor shall have the power and authority, without prior consent of the City Council, to expend up to the amount of $5,000 for any purchase order or contract of any nature, for labor services, and work and purchases of materials, equipment or supplies, upon behalf of the city.
   (C)   Local Liquor Control Commissioner. The Mayor shall serve as the local Liquor Control Commissioner at a salary to be established by the City Council, from time to time.
   (D)   Other powers. The Mayor shall have such other powers and authority as may be granted Mayors, by law.
