§ 31.031 DISCIPLINE OF CITY EMPLOYEES.
   The Mayor shall supervise the conduct of all the employees and appointed officers of the city, and he or she shall examine the grounds of all reasonable complaints made against any of them and cause their violation of duty and other offenses, if any, to be promptly punished with the approval of a majority of the City Council.
