§ 31.028 APPOINTMENT OF OFFICIALS; ORDINANCE ENFORCEMENT.
   The Mayor of the city, in addition to the duties and powers vested in him or her by the laws of the state, as the chief executive official of the city, and those specially vested in him or her by this code and any other applicable ordinance of the city, shall have authority to act, or to designate the officer who shall act, in the enforcement of any provision of this code or any other ordinance of the city, in all cases where an ordinance fails to specify the officer who shall be charged with the duty of enforcement.
