§ 136.20 SPRINKLING HOURS.
   (A)   Time. It shall be unlawful for any person, firm, or corporation to sprinkle any lawn, garden, flower bed, or other cultivated area of land in the city, except from either 6:00 a.m. to 10:00 a.m. or 6:00 p.m. to 10:00 p.m. Selection of one precludes use of other on any day.
   (B)   Penalty. Any person, firm, or corporation violating the provisions of this section shall be fined $25 for the first violation of this section. For the second or any subsequent violation, any such person, firm, or occupation violating the provisions of this section shall be fined $50 for each such offense. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
   (C)   Emergencies. At such times as the Mayor, by and with the advice and consent of the Water and Light Committee of the City Council, shall declare that an emergency exists and that it is necessary to further conserve the water supply of the city, limitations on sprinkling, in addition to those herein above set forth, may be imposed for such period of time as the Mayor, in his or her discretion, shall deem necessary and appropriate.

   (D)   Sprinkling fee. The sprinkling fee shall be $3 a month or $15 per year. It may be paid up front of may be put on the electric bills at an additional cost of $1.25 per month for the year and has to stay on the bill for at least a year.
