Every licensed food dispenser shall have the privilege of engaging in the business of a Class I food purveyor or a Class III food purveyor in the same premises without the necessity of obtaining a food purveyor's license; provided, however, that the fee which is paid for the food dispenser's license is equal to or in excess of the fee required to be paid for such establishment if classed as a food purveyor.
