Consistent with Illinois law, the Council may delegate its powers and responsibilities (except its ultimate franchising authority) hereunder with respect to cable to the Authority, or other duly authorized representative of the city, including the Mayor or City Manager. All filings with the city to be made by a franchisee under this chapter or a franchise agreement shall be made by the City Clerk unless the franchisee is advised otherwise.
