(A) To be acceptable for filing, an application must be accompanied by a filing fee in the following amount, as appropriate:
For a new franchise: $5,000
For renewal of a franchise: $5,000
For a transfer of a franchise: $2,000
For a modification of a franchise pursuant to 47 U.S.C. § 545: $2,000
(B) The city may waive or reduce such filing fees for good cause shown.
