No dice shall be shaken for money, nor shall any card games or any other games of chance or any form of gambling for money or other valuable return or reward be permitted in any room of the premises in which billiards or pool tables are situated; except in compliance with the Illinois Video Gaming Act of 2009, as amended, and all rules or regulations adopted pursuant to the Act by the Illinois Gaming Board. This section, however, is not to be construed to prohibit the giving of cash or merchandise prizes to players in tournaments or other competition.
