A retail liquor license shall permit the sale of alcohol only on the premises described in the application and license. The locations may be changed only upon the written permit to make such change issued by the Mayor. No change of location shall be permitted unless the proposed new location is a proper one for the retail sale of alcoholic liquor under the laws of this state and the applicable provisions of this Code and any zoning or other ordinance of the city.
