There shall be no more than four Class A licenses issued. There shall be no more than eight Class B licenses issued. There shall be no more than three Class C licenses issued. There shall be no more than two Class D licenses issued. There shall be no more than 12 Class E licenses issued. There shall be no more than two Class F licenses issued. There shall be no more than two Class G licenses issued. There shall be no more than two Class H licenses issued. There shall be no more than eight Class I licenses issued. There shall be no more than three Class J licenses issued.
