§ 30.16 COMMITTEE FUNCTIONS.
   (A)   Finance Committee.
      (1)   Works to establish an annual budget and appropriation ordinance (fiscal year begins July 1);
      (2)   Meets from time to time to discuss various topics such as insurance, major purchases, etc.
      (3)   During budget process, meets with all department heads and various others to discuss each departmental budget.
   (B)   Water, Light and Street Committee.
      (1)   Works with the Public Works Department heads as well as various engineers to provide support for various projects (i.e. electrical reconstruction, motor fuel/non-motor fuel tax projects for streets and sidewalks, water and sewer main construction and replacement).
      (2)   Hears requests for major material/equipment purchases from Public Works Department heads and makes recommendations to full Council.
   (C)   Parks and Recreation Committee. Works with the Parks and Recreation Department in planning for various parks and activities of Parks and Recreation Director.
   (D)   Industrial Committee.
      (1)   Works with Economic Developer to provide incentives for various business/industrial entities wishing to relocate.
      (2)   Makes recommendations to the full Council regarding infrastructure work at the Industrial Park.
   (E)   Environmental Issues Committee. Works toward resolving environmental issues (i.e. works with Animal Control, Mosquito Control, refuse collection, etc.).
   (F)   Police and Fire Committee. 
      (1)   Works with Police and Fire Chiefs to improve those departments by requesting additional personnel (hiring is actually done by the Police and Fire Commission).
      (2)   Major equipment issues for these departments also come to this committee.
   (G)   Ordinance Committee. The work of this committee involves recommendations for new or revised ordinances for the city.
   (H)   Condemned Buildings Committee. Evaluates properties in town to turn over to an inspector and eventually to the City Attorney for action.
   (I)   Claims Committee.
      (1)   Reviews claims against the city for personal injury or property damage.
      (2)   Claims are taken by City Clerk’s Office and referred to the Corporate Counsel. Once Corporate Counsel has the information needed, he or she turns them over to the insurance company.
