It shall be unlawful to sell, barter, transport, deliver, furnish, possess, keep, or offer for sale at retail any alcoholic liquor, or engage in or conduct a retail liquor business, or conduct any place for the sale of alcoholic liquor within the corporate limits of the city, without having a retail liquor dealer’s license, or in violation of the terms of the licenses.
