D. An area commencing at the westerly edge of the handicapped passenger vehicle only parking specified in division C above, and proceeding westerly therefrom a distance of 45 feet along the south side of 5th Street in which area handicapped bus parking only shall be permitted
E. An area commencing at the westerly edge of the handicapped bus parking only area specified in division D above, and proceeding westerly therefrom a distance of 10 feet, more or less, to the easterly side of the driveway leading to Massac County Mental Health and Family Counseling Center, on the South side of 5th Street, in which area no parking shall be permitted

   (D)   Also required. Parallel parking shall also be required at all other locations in the city except as where otherwise indicated, to wit:
      (1)   South side of the beginning of the 200 block of West 6th Street.
      (2)   The beginning of the 100 block of West 5th Street and the entire north side of the 100 block of West 5th Street.
      (3)   Superman Square.
      (4)   Williams Drive.
      (5)   The west side of the 200 block of Metropolis Street.
   (E)   Parking regulated.
      (1)   It shall be unlawful for any person to park a truck tractor, refrigerator truck, bus, motor home, mini motor home, or van camper on either side of 2nd Street between the intersections of 2nd Street and Ferry Street and the intersection of 2nd Street and Metropolis Street between the hours of 6:00 p.m. and 6:00 a.m. the following day.
      (2)   That as used herein, the terms TRACTOR TRUCK, BUS, MOTOR HOME, MINI MOTOR HOME, and VAN CAMPER shall have the same meanings that are ascribed thereto in the Illinois Vehicle Code (ILCS Ch. 625, Act 5, §§ 1-101 et seq. )
      (3)   That upon adoption of this division, the corporate authorities of the city shall cause appropriate signage advising the public of these parking restrictions to be pace in the 100 block of East 2nd Street.
      (4)   That any vehicle parked in violation of the terms of this division shall be subject to being removed, stored and impounded.
      (5)   Any person, firm or corporation violating any provision of this division shall be subject to a fine of $50 plus court costs. All fines shall be in addition to any costs or charges connected with removal, storage, and impoundment of the vehicle pursuant to this division.

   (F)   Other parking regulated.
      (1)   Except as set forth below, it shall be unlawful for any person to park a tractor truck, refrigerator truck, bus, motor home, mini-motor home, trailer, van camper, panel van, panel truck, service truck, or delivery truck on either side of Ferry Street between its intersection with Fifth Street and Second Street or upon Market Street between its intersection with Sixth Street and Eighth Street.
      (2)   This prohibition shall not apply to any vehicle owned and operated by a unit of government or a utility company or an internet service provider or a contractor engaged by one of the foregoing while actively engaged in construction or maintenance related activities.
      (3)   This prohibition shall not apply during any period of time when the above described sections of Ferry Street and Market Street are closed to through traffic.
      (4)   This prohibition shall not apply to a delivery vehicle that is parked in a lawfully designated loading zone while it is actually engaged in loading or unloading its cargo or contents.
      (5)   No vehicle shall park in a lawfully designated loading zone longer than necessary to unload and deliver the cargo or contents of the vehicle or longer than reasonably necessary to load the cargo or contents onto the vehicle. In no event shall a vehicle be parked in a loading zone continuously for longer than two hours.
      (6)   That as used herein, the terms tractor truck, bus, motor home, mini-motor home, van camper, and trailer shall have the same meanings that are described thereto in the Illinois Vehicle Code (ILCS Ch. 625, Act 5, §§ 1-101 et seq.)
      (7)   That any vehicle parked in violation of the terms of this section shall be subject to being removed, stored, and impounded by direction of the city Police Department.
   (G)   Signage. Appropriate signage designating the north side of Eighth Street between Ferry and Market Streets as a “Three Hour Parking” zone shall be erected.
   (H)   Penalty.  
      (1)   Any person, firm or corporation violating any provision of these schedules for which no other penalty is set forth shall be subject to a fine as set forth in the settlement schedule of the city. All fines shall be in addition to any costs or charges connected with the removal, storage and impoundment of any vehicle pursuant to this code.
      (2)   Any person, firm or corporation violating any provision of division (F) shall, upon conviction, be fined the sum of $75 plus court costs. All fines shall be addition to any costs or charges connected with removal, storage, or impoundment of the vehicle pursuant to this section.
