SCHEDULE VI. SKATEBOARDS, ROLLERBLADES, ROLLER SKATES, SCOOTERS AND ACCESSORIES.
   (A)   It shall be unlawful for any person in the City of Metropolis to possess, use, ride, or otherwise operate any skateboard, rollerblades, roller skates, scooters, or similar types of amusement devices upon or within any of the following listed municipal properties:
      (1)   Washington Park and any improvements therein, including but not limited to the gazebo, playground equipment, retaining walls surrounding the playground, benches, or any other portions or parts of the park;
      (2)   Metropolis City Library including but not limited to any and all steps, handrails, porches, sidewalks, retaining walls, driveways or other improvements around or upon such property;
      (3)   Metropolis City Hall any and all improvements including but not limited to wheelchair ramps, sidewalks, steps, handrails, driveways, carports, or any part or portion of any of the foregoing;
      (4)   Any tennis courts owned, maintained or operated by the City of Metropolis;
      (5)   Any basketball courts owned, maintained or operated by the City of Metropolis.
   (B)   It shall be unlawful for any person in the City of Metropolis to apply, rub, spread, or in any manner deposit any substance including but not limited to paraffin, wax, soap, petroleum based products or similar substances upon any municipally owned or maintained property, other than the City of Metropolis skate park, and including without limitation any steps, retaining walls, handrails, wheelchair ramps, sidewalks, curbs, gazebos, fences, driveways, public benches, playground equipment other than specifically designated equipment for use with skateboards, rollerblades, roller skates, scooters, or other similar amusement devices, or other municipal owned improvements.
   (C)   The Police Department shall seize and retain skateboards, roller blades, roller skates, scooters, or other similar types of amusement devices from any persons observed or found violating the provisions of divisions (A)(1) or (2) above. Such skateboards, rollerblades, roller skates, scooters, or other similar types of amusement devices shall be retained by the city until such time as all fines and/or penalties as hereinafter provided have been paid in full and full restitution has been made for any and all damages sustained by the city as a result of the violation of this schedule.
   (D)   The parent, legal guardian, or other person having physical custody and control over a minor who is found guilty of violating any of the provisions of this schedule shall be liable to the City of Metropolis for actual damages caused by the violation of this schedule as well as any penalties imposed hereunder.
   (E)   Any person found to have violated provisions of this schedule shall be fined an amount not less than $100 nor more than $500. Further, any person found to have violated the provisions of this schedule shall be liable to the City of Metropolis for any and all actual damages which resulted in the violation and shall be responsible for making full restitution for such damages.
   (F)   Upon adoption of this schedule, the city shall post signs in or around those locations described in division (A) above, notifying the public of the activities described in division (A) above, which are prohibited in such locations.
