No electric current for lighting, heating, or power purposes shall be supplied to any building, structure, or premises within the city, or in any street or public place within the city, wired or equipped to use such energy unless the equipment and the installation and alteration of the same shall be in conformity with the provisions of this chapter and the standards as hereinafter set forth.
