As an alternative to employed part-time Corporate Counsel, the Mayor and City Council shall have the authority to employ or hire legal counsel as an independent contractor at a negotiated hourly rate. In the absence of an appointed part-time Corporate Counsel, the counsel hired as an independent contractor shall serve as Corporate Counsel and perform the duties of Corporate Counsel as set forth in § 32.005. Nothing set forth herein shall preclude the Mayor and City Council from further employing the services of outside counsel for special purposes, projects, or tasks for which outside counsel would be uniquely or better qualified than employed counsel. All appointments under this section shall be made by the Mayor with the advice and consent of the City Council.
