§ 74.02 SPECIAL PERMIT.
   (A)   The Chief of Police or his or her designee may issue a special permit authorizing the owner, operate, or lessee of an oversized or overweight vehicle or combination of vehicles, to operate on any street, alley, roadway or highway owned or maintained by the city. The owner, operator, or lessee shall apply for the permit in the method and form provided by the city accompanied by a fee in the following amounts:
      (1)   Overweight vehicles (includes any overdimension).
         (a)   Single trip (five days): $50.
         (b)   Round trip (ten days): $80.
         (c)   Quarterly (90 days): $200.
         (d)   Annual (365 days): $800.
      (2)   Oversize only vehicles.
         (a)   Single trip (five days): $25.
         (b)   Round trip (ten days): $40.
         (c)   Quarterly (90 days) $100.
         (d)   Annual (365 days): $400.
   (C)   In addition to the foregoing, if the Chief of Police determines that a police escort inside the city the limits in the city shall be necessary for the protection of motoring public, the following fees shall be paid by the applicant: To the Police Department $50 per hour per police vehicle based upon the actual time of the movement, with a minimum fee of $200.
   (D)   If the Chief of Police, in conjunction with the Director of Public Works, determines that for the protection of existing utility services including, but not limited to electrical services and communication services, the permitted vehicle should be escorted by a vehicle from the Light Department, the following fee shall be paid by the applicant: To the City Clerk's Office: $100 per hour per Light Department vehicle based upon the actual time of the movement; with a minimum fee of $200 per Light Department vehicle.
   (E)   Permits are to issue for good cause to insure movements will not unduly damage city streets, alleys, roadways, highways, or utilities. Permits are only valid for the dates and times specified. The Chief of Police or his or her designee is authorized to create and amend reasonable provisions for permits. Permits are nontransferable to other vehicles and must be carried in the permitted vehicle in either paper or electronic form.
   (F)   For purposes of this section:
      (1)   A SINGLE TRIP is defined as one movement of an oversized or overweight vehicle or load.
      (2)   A ROUND TRIP is defined as one movement of an oversized or overweight vehicle or load, and a return trip of the same vehicle or load.
      (3)   The QUARTERLY and ANNUAL permits are to be considered limited continuous operation of the same oversized or overweight vehicle with interchangeable loads.
